The verdict

This is City doing what City does best, a quick clear story with two sides to play, not just one truck to admire.

The armored transporter with its opening roof, working light and sound brick, and removable diamond safe is genuinely satisfying to click together, and the crook's twin rotor helicopter gives the set its own little rivalry. It won't wow anyone who wants technical building or a shelf centerpiece, but for a kid who wants to act out a heist that same afternoon, it delivers exactly what it promises. I'd point an adult collector toward something meatier and save this one for the target audience.

What it is

What got me about this one is how much story LEGO packed into 400 pieces. You get an armored police transporter that opens up to reveal a little jail cell and a diamond safe you can actually lift out, plus a light and sound brick tucked into the cab that was new for 2019 and still makes the whole thing feel more alive than a static truck. Then on the other side you get the crooks' helicopter, twin rotors spinning, built specifically to make off with that same diamond. It's a small scene, but it's a complete one, and that matters more to a kid acting this out than raw part count ever will.

The catch

I'll be honest about where it falls short. The winged jet pack build takes almost no time at all, and if you're buying this for yourself or an older builder chasing a satisfying construction challenge, you'll be done with the whole set faster than you'd like. There's nothing here in the way of a new elemental mold or a printed piece that's going to turn heads at a swap meet either. At $59.99 originally it was a fair deal for what you got, not a steal.

Who it's for

Get this for the kid who wants to run a heist story the same day the box opens, working siren sounds and all. Skip it if you're after a display piece or a build that takes a full evening to enjoy, because this one is over quickly and its charm is in the play, not the process.

Building this is a quick, cheerful afternoon, not a project. The transporter goes together first and rewards you almost immediately, the opening roof and the light and sound brick make it feel more finished than its piece count suggests. The helicopter follows and is a touch more involved thanks to the twin rotor mechanism, but nothing here will challenge anyone who has built a City set before. The winged jet pack is over in minutes.

The standout piece is that light and sound brick, new for January 2019, which does a lot of heavy lifting for a set this size, it is the difference between a plain truck and a vehicle that feels like it belongs in a chase. Beyond that this is a fairly ordinary parts pack for the theme, solid basic bricks and a decent chunk of blue and orange, with the diamond safe and jail cell being the closest thing to a specialty piece. Four minifigures, two Sky Police officers and two Raven crooks, round it out and are honestly as much the point of this set as the builds themselves.
